Responsible contracting protects taxpayers.

Under Pennsylvania law, county and local government are required to accept the "lowest, responsive, responsible bidder."

But the law leaves "responsible" undefined, forcing government to sometimes give taxpayer dollars to contractors with histories of poor work and project problems. 

Responsible contracting closes that loophole, empowering local government to set standards that protect taxpayer dollars and make sure that the public receives real value.

Responsible contracting protects workers.

Since 2018, five Centre County workers have died on the job, and employers have been cited by OSHA for insufficient safety training. Responsible contracting policies require employers to make sure that construction trades workers are given OSHA-approved training, making them safer on county jobs, and safer in future jobs.

Responsible contracting supports workforce development.

Responsible contractor ordinances support registered apprenticeships run by companies, industry associations, or run by labor-management partnerships, making sure that we can train the next generation of skilled construction tradespeople.
